I read that the IR/Designated to Return rule has also changed. Now you just put people on IR and then you can decide later who is DTR. You can still only pull one player back from IR during the season but in the past you had to make that determination when you put them in IR. Much more flexibility this way and hopefully we can make use of this if needed for Houston.

If they want this kick return scheme to work as intended, they might have to consider allowing a returner who fields the kick in the field of play inside the 10 yard line to retreat to the end zone for a touchback. That could foil the short kick strategy some folks are discussing.

I don't think they'd be wise to do away with kickoffs entirely. The league needs the possibility of the successful onside kick late in the game by the team that's losing.
