So according to the NFL Rules, Hali had to be "unrestricted" and "flagrant" in his low tackle.

He was neither.

That's the "Digest of Rules" not the rulebook. From it's description:

Quote:
This Digest of Rules of the National Football League has been prepared to aid players, fans, and members of the press, radio, and television media in their understanding of the game.
It is not meant to be a substitute for the official rule book. In any case of conflict between these explanations and the official rules, the rules always have precedence.
In order to make it easier to coordinate the information in this digest, the topics discussed generally follow the order of the rule book.
Now, as I already quoted from the ACTUAL RULEBOOK:

HITTING PASSER’S KNEE
(5) A rushing defender is prohibited from forcibly hitting in the knee area or below a passer who has one or both feet on the ground, even if the initial contact is above the knee. It is not a foul if the defender is blocked (or fouled) into the passer and has no opportunity to avoid him;
Note 1: A defender cannot initiate a roll or lunge and forcibly hit the passer in the knee area or below, even if he is being contacted by another player.

What do you do, just lurk around until someone says something bad about your dirty team? You've got the johnny on the spot routine down pat anytime those cheaters come up around here.

You're pathetic, almost as bad as your cheating, dirty team.

So then basically all an OT has to do is grab the defender and pull him to the ground.

He is full of shit and he knows it. We see QB's get hit low all the time and not get flagged unless as I posted they were "unrestricted" or "flagrant"

Hypothetical: If a DE gets tripped up and is lying on the ground, can he not reach his arms out to try and tackle the QB.
