90 students per teacher aught to be sufficient, to save money. Lets just put k-12 in same class, seeing as the high schoolers only read at a 4th grade level anyway. I got good ideas too. I could be on that school board.

I don't quite understand how it is all the schools fault. I don't claim to have grew up in the inner city, but I think it has more to do w/ the parents encouraging their kids in the right direction than the schools. Sure the schools have culpability, but at some point you take control of your life. I don't see any White American Scholarships or grants out there.

You don't get a cluster of this magnitude without blame on all parties. The system doesn't reward excellence. It just rewards tenure. When performance isn't incentivized, this is what you're left with.
