It sounds like Elway called 911 immediately. If I've done that I figure I've done my duty as far as reporting what happened. If the ambulance comes and gets my friend am I supposed to call again and demand that police investigate me?

Yeah, I think elway is a scummy human being, but I wonder if he slipped through a legal crack in this. If it was a car wreck involving a serious injury, I would think that the police would be dispatched with an ambulance, right? Or would they? I guess I'm not sure how that works. If someone calls in and says that someone fell off of a golf cart, I can imagine that 911 would send an ambulance, but I bet they probably wouldn't send the police. If they get a call about someone falling off a ladder I'm pretty sure they wouldn't send the police, but where does a golf cart fall along the continuum of ladder to car?

If elway was drunk, maybe a 911 operator could tell and send police, but that requires them to detect it over the phone, which is a judgment call, and they also don't know if that's a contributing factor depending on how he framed the situation.

Good point. But if it was an open bar at an event, there wouldn't be receipts or anything. It seems like a server or other guests would have a good feel for it in that case, though.

Golf was my life from age 12 to 20 and 36-39. I also worked at various golf courses. I've had my share of golf cart incidents.

I've been ran over by a golf cart twice.
I've been hit by a golf cart at least 12 times.
I've been a passenger in a golf cart when it was driven into a lake.
I've been in a golf cart twice when it has tipped over.
I've hit a tree once in a golf cart.
I stepped on a snake once in a golf cart.

Not once have I even ever been injured but riding on the back of a golf cart especially if one is inebriated is a recipe for disaster.

It is one really weird part of the story that the guy "fell off the back". I've golfed here and there in my life but it isn't a regular thing for me. Is hanging on to the back of a golf cart normal? Every time I've golfed if there isn't a seat for me in the cart due to some golfing situation (such as my drive sucking), I'm fine walking.

I have to say in gated communities where people ride golf carts around it is very normal. When I worked at golf courses and we had events we would also shuttle people to the range and practice facility and sometimes they would want to ride on the back. It always worried me a little. If they were a geezer I would usually just make them drive and I would get on the back.
