Yes. The mods can max out someone's rep to completely negative. This doesn't eliminate the person's ability to give rep, but it does eliminate the person's ability to adversely affect anybody else's rep.

Skip was punished (very deservingly) in this manner recently. He squealed about it like a stuck pig for months. Great entertainment.

And while I generally don't have a problem with gochiefs, and found crazycoffey to be rather annoying, endlessly neg-repping somebody for non-specific reasons is uncool. Perhaps the Skip treatment is called for here.

I don't give negative rep very often (believe it or not). I like to keep my negative comments public. Generally, I'll neg rep somebody who has neg repped me first, or somebody who posts something so stupid or assholish that they really deserve it.

As for crazycoffee posting a relative's phone number, yes, banning is called for. Why punish gochiefs's grandpa because gochiefs is being a dick? That's lame.

Seriously, can't you just have it where you can only rep one time per day. If you are going to give out a rep, it should be noteworhty, whether it be pos or neg. Then you have to wait 24 hours and waiste it if you are going to continue the silly nonsense. I believe most of us have had fun scewing with n00bs with it as a kind of initiation of sorts. It is also a good way to communicate real quickly to the poster.

Just limit the amount of reps per day and this all goes away. You can keep the weighting to favor long timers over n00bs.
