Well, I for one agree with the OP. If this franchise truly gave a sh*t they would have fired up their Time Machine (every NFL Owner has one), gone back to July 1991 (a full 18 months before Clowney was born), and taken a trip to Rock Hill, South Carolina. Clark Hunt then takes one of two approaches;

1) CH formally introduces himself to Clowney's parents as the future Chairman and CEO of the Kansas City Chiefs, and he has travelled back from 2013 to tell them their son will be a stellar tackle football player, but he will be born one year too late. Late? the parents say. Yes; I will pay you $1M to fornicate within the next two weeks in order to give birth to Jadeveon in February 1992, thereby making him eligible for the 2013 NFL draft. The KC Chiefs will then draft him with the overall 1st Pick, which will make you both even wealthier by proxy.

OR:

2) He kidnaps Josenna Clowney and David Morgan (Jadeveon's parents) and wisks them away to his Honeycomb Hideaway outside of Dallas built by H.L. Hunt in the 1960's. There, he has his team of scientists perform artificial insemination on Josenna using David's sperm. He holds them captive until confirmed she is pregnant, and then flies them back to Rock Hill in his flying saucer, remembering to erase their memories of the incident. They are none the wiser, and Jadevon is born, in accordance with Superturtle's timeline, allowing the Kansas City Chiefs Tackle Football Club to draft him vice the scrub that is Eric Fisher.

I see this as a completely viable course of action, and I admonish all of you for not having the foresight of Superturtle (or that I do, for that matter).
