Photoshop question - photo editing

An actual photo editing question for anyone who knows this stuff.
I have Photoshop Elements 9, if that makes a difference.
Two situations:

Face too dark--backlit situation and I didn't make enough adjustment

Face is too bright--too much light, too much flash, and the skin is now way too white


So, is there any slick maneuver to use to correct these situations? I've fiddled around with all kinds of things and any improvement I seem to make on the face screws up the rest of the pic.

And if there's some other (free) photo program out there I can download that will fix such things quick and easy, I'm up for that too.
