I was thinking about throwing a party that weekend if we get lucky enough that the Democrats cut their own political throats with a shut down.

There’s a Surprise in the Government Funding Bill: More Tax Cuts


WASHINGTON — Congress is apparently not done cutting taxes, even after passing a $1.5 trillion tax overhaul last year.

The deal struck by Democrats and Republicans on Monday to end a brief government shutdown contains $31 billion in tax cuts, including a temporary delay in implementing three health care-related taxes.

Those delays, which enjoy varying degrees of bipartisan support, are not offset by any spending cuts or tax increases, and thus will add to a federal budget deficit that is already projected to increase rapidly as last year’s mammoth new tax law takes effect.

The Congressional Budget Office said earlier this month that the federal budget deficit reached $228 billion in the first three months of the current fiscal year, $18 billion more than the deficit in the first quarter of fiscal 2017, despite strong economic growth. And that was before the tax cuts kicked in.

“All the finger pointing has overshadowed the discussion about the actual substance of the budget deal,” said Maya MacGuineas, president of the Committee for a Responsible Federal Budget, “and many lawmakers don’t even seem to care that the deal they are considering — which will almost certainly include even more tax cuts following the unaffordable tax bill Congress just passed, as well as new spending increases — will add tens of billions to the deficit. There is almost zero discussion of the ongoing damage on the nation’s finances.”

The health care taxes were all created as part of the Affordable Care Act, where they were designed to offset the cost of expanding insurance coverage to low- and middle-income Americans. But many of them, such as a tax on medical devices, have remained unpopular, and their implementation has been suspended or postponed before.

Those delays have been preferable to lawmakers than eliminating the taxes entirely, given a total repeal would have added an estimated $310 billion to federal budget deficits over the next decade, Ms. MacGuineas’s organization calculates. That price tag was too high to be included in the 2017 tax bill, which was limited in scope by Republicans’ decision to pass the bill on party lines using a budget reconciliation bill that only allowed for $1.5 trillion in revenue losses over a decade.

The bill to end the shutdown, which funds government operations through Feb. 8 and also includes a six-year reauthorization of the Children’s Health Insurance Program, did not move through budget reconciliation, the parliamentary procedure that circumvents filibusters in the Senate. That allowed Republican leaders to include the delays in the health insurance taxes without worrying about their fiscal cost, a move that drew few objections from Democrats.

All three health care taxes have been extensively discussed and debated by Congress since the passage of the Affordable Care Act.

A tax on medical devices has proved unpopular across the political spectrum, and stand-alone efforts to repeal it have attracted a large majority of senators. That bipartisan opposition, in part, reflects the broad footprint of the industry. Major device makers are headquartered in deep blue states like Massachusetts.

The so-called Cadillac tax, which taxes employers who offer very expensive health insurance plans, also enjoys some bipartisan opposition. The measure, much beloved by economists, is designed to encourage employers to lower health care costs by creating a stronger incentive to reduce spending on insurance. Economists tend to believe that the current system, which does not impose any income taxes on health benefits, encourages employers to overspend on health care, increases health care prices, and results in lower wages.

“I don’t know if, as economists, we’ve just fallen down and not done a particularly good job explaining this to policymakers and the general public or whether this is just very hard,” said Martin Gaynor, a health economist at Carnegie Mellon University, and one of 101 economists and health policy experts who signed a letter opposing postponement of the Cadillac tax. “The costs are obvious and immediate and benefits to this are indirect and diffuse and happen in the future, and that’s just a very heavy lift for policy.”

But imposing the tax on expensive benefits would affect many large companies, including many that employ unionized workers, and it is unpopular with voters. Some Republicans in Congress do endorse changes to the tax treatment of employer-sponsored health plans, but they have been reluctant to include such a plan in legislation.

A third tax, known as the health insurance tax, is applied to all health plans and has been the source of an ongoing lobbying effort by the insurance industry, which argues that it increases the cost of health insurance for individuals and businesses. Actuaries and independent analysts agree that the tax does tend to increase insurance prices.

The tax would still apply to this year’s plans, one of several factors that have led to steep price hikes in the Obamacare health insurance marketplaces. A temporary repeal of the tax for next year may help reduce price increases for 2019, which will be announced just before the midterm elections.

To prevent the occurrence - the parents need to be arrested and pay reparations to this country for burdening us not only with themselves, but with their children, and taking up space in over-crowded schools, over-crowded prisons, getting a free education/housing because of a bogus Supreme Court decision called Plyler v Doe, busting budgets, and living off American and legal immigrant taxpayers.

Also, children are adaptable. Anyone who was raised in a military family has known at least 2 or 3 foreign countries (or more) during their childhoods.

The Dreamers had two - their home country and our country.

They will adapt.

Much of the first half of my childhood was spent living "on the economy" in Rome, Italy. So I think I'd do better than most. But alas, that's not important.

And nobody is suggesting we'd have the HALO jump back into their home countries. But as long as their home countries aren't shitholes, and it's clear that none are (right?), those countries would help them integrate.

If they are shitholes, being the only kid in town that can read and/or write and/or do math, well ought to put them in a prime position to be the town's mayor by the end of the first week.

But hey, what's in it for the GOP if they hook them up? Let's be honest, liberals don't dive a shit about their plight upon return, they want them to stay and vote. Just like all the illegals Barry encouraged to vote, and made very difficult to stop. Don't tell me I'm wrong, we're beyond it even being a debate. So if the illegals are willing to communicate to the GOP that we'l get their many-millions of votes, who knows?

And they really should. The GOP is creating a wonderful economy, lowing unemployment, and MAGA, so who knows we might need their help.

Have they communicated that they'll renounce the Democrat party and swear to vote for the GOP forever? If not, they might want to coordinate something like that, quickly, and let the GOP know that in 2018 and 202 Cali will 100% vote straight-ticket GOP.

That makes no sense. Yes, we need at least 10 of their votes in many situations, but that doesn't mean that it's not their fault when the 60 isn't reached and the vote was pretty-much down party lines.

I served with Dreamers that became naturalized Marines and were some of the finest people/warriors I have ever known - and was proud to serve with.

But my personal feelings and experience does not outweigh the need to fix a course that will destroy our nation and eventually turn us into the same Shit-Hole they fled from.

Essentially you are saying - “It’s not fair.” Fair to whom?

The mistake conservatives and Republicans always make is letting the Left dictate that the debate always starts with being fair to someone else, in this case to the Dreamers - like we have to solve their problem of being here by finding a way to allow them to stay.

When in reality the question of fairness is fairness to Americans and legal immigrants. Is it fair to let people gain from a criminal act they consciously choose to commit, every day, for years at a time?

Would you let the bank robber keep their money if otherwise they lead a somewhat decent life? Is it fair to taxpayers, hospitals, schools, the unemployed, legal immigrants waiting to come here, legal immigrants here, and anyone eligible for limited government services, to have illegal aliens at the front of the line?

I imagine the current group of Dreamers will get a pass - but enough is enough.

Big ****ing deal. Most of us on here are reasonable and think we should offer an alternative for Dreamers to be here legally. However, that doesn't mean we don't get assurances of border security, chain migration and VISA lottery reform. Weren't not RACIST for wanting that, we want it so we are not back in this same situation 10 years from now. Hopefully, we finally learned are lesson from 1986 and that the 2nd phase never happens. Are the dreamers in your family the one's protesting that this needs to be a clean dream Act, wearing there shirts and demanding the rest of us do what they say. If so, tell them that's not doing them any favors.

I have two "Dreamers" in my family, and two others that i grew up with in HS. You have no ****ing clue. And well, quite frankly, i have no patience with this topic since it's personal. So here's a personal, "**** you".

THIS IS their culture. They grew up HERE, do you not understand that? Of course you don't. Luckily most people in this country are smarter than you.
I feel for these people and agree that sending them to a country they are not familiar with or may have never been to is inhumane.

I am curious Detoxing, how do we prevent this same scenario from happening again and again?

Why in the world do you think they have any interest in going to "help" a country that they don't give a **** about?

I always use my Nephew as an example. He's 19 now. He's in his 2nd year of college, both community and SDSU, that is paid for via an inheritince. He's becoming a software engineer. He watches football every sunday, plays his video games like any other kid, speaks perfect english and works a part time job near Petco.

He's never been to Mexico. Has no recollection of it. All of his friends are here. His family? Here. The only world he's EVER known is this one. He's pretty much American in every way, aside from his citizenship.

Because of DACA, he can work. He goes to school. He drives. He's a full functioning adult now.

WITHOUT DACA, he'd sit at home and rot. Become a loser who can't work, drive or go to school. He wouldn't be going anywhere though. He'd still live here, because this is the only home he knows. All he wants to do is live life. Work. Pay taxes. Get married. Own a home. Live the American Dream that's been indoctrinated here.

Yet for someone reason, people like YOU, the uninformed, the unempathetic, view him as an outsider. A "Mexican" that doesn't belong here. The world he knows, the America he grew up in, doesn't want him here. The parents of his friends don't want him here. People like YOU don't want him here. The only thing he's done wrong is exist. No one wants to live in a country, in a culture, that they didn't grow up in.

And people like you are just hellbent on not giving a shit because, well, **** it, it ain't you, right?

That's ****ed up.
