The only real effective way I know to get rid of them is straight up murder. Spray all your plants down with water and as the bugs come out to dry off pick them up and squish them. After the leaves dry, take duct tape and use it to remove any eggs you find on the leaves.
To prevent them from coming back next year, till some ground bay leaves into the soil before planting. |

This is off label and you need to be careful of pets, coons, etc. and especially children. I am not a gardener so I haven't tried it but supposedly you can put out fly bait (the dry kind, like golden Marlin or apache) and it will attract and kill them. You would need to redo it after every time it gets wet.
