I think Washington is an easy pick for the strongest. They had and currently have some pretty strong talent at QB: Theisman, Green, Brunell, Cousins.

Weakest is up for grabs but I'll go with Carolina. With the exception of Newton they really stunk even on a scaled basis. On a side note: I never really realized how much Vinny Testaverde got around. Guy is Paul Coffey of the NFL.

I bet if we looked hard enough, we could find at least one NFL game where Testaverde quarterbacked both teams.
