Actually, I think that Hamas has been on that list for some time, predating Bush.

The methods employed by Hamas leadership are in fact cowardice. The methods employed by any terrorists are cowardice. I personally view suicide as a coward’s way out. How can anyone question calling Hamas cowards when they put weapons installations in civilian areas, deliberately attack civilians and celebrate when their cowardice attacks are successful?

What makes you think a person couldn't combine the two: a suicide to end one's personal suffering combined with the opportunity to make a political statement and therefore make one's (self-assessed) worthless life have some ultimate value and meaning?
