I had a friend once that got into an argument with a cop about a smoking violation and in the end was fined. He paid the fine in person (as allowed by law) with a big bag of pennies (that actually was the correct fine amount) and a few hundred Canadian pennies mixed in. They tried to tell him they wouldn't take it and he handed them a circled law that said basically if a government agency ever refuses to accept American Currency to settle a debt it is the same as them saying you owe them no debt.

I lost $20 on a bet that he wouldn't do it... but it was money well spent just to watch it happen.

That's how this fine should be paid.
