Ban Rambozo/Blackbob?
We haven't done this in a long time but it's time for you guys to decide.

We don't think he's necessarily breaking rules but he seems to be annoying a lot of people. 51% decides his fate (3rd option is an "abstain" so it will be majority between options one and two). I'm gonna let this thing run until 10:00 PM on Monday.

Rules absolutely HAVE been broken. However, the mods decided to give him a pass and let him stay since he appealed to their mercy and promised to be a good citizen.

I don't understand it either. If something isn't going to be enforced, don't issue the initial ban in the first place.

Well, he was outed, so the mods didn't ignore him. They just didn't notice he was back until they were alerted to it.

And they didn't pretend not to notice. He DID appeal to them and they allowed him to come back under those auspices.
