The Trader Joe’s grocery chain has withdrawn plans to build a store in the heart of a predominantly black neighborhood after a black leadership group fought the move.

The Portland Development Commission was set to give the grocer a large discount on property that had been vacant for years, pricing it at just over $500,000, down from an appraised value of $2.9 million, according to The Oregonian.http://www.oregonlive.com/portland/i...ican_lead.html

The Portland African American Leadership Forum sent a scathing letter in December to city leaders, saying the plan would price residents out of the area and the group“remains opposed to any development in North/Northeast Portland that does not primarily benefit the black community.”

Trader Joe’s would increase displacement of low-income residents and “increase the desirability of the neighborhood,” for “non-oppressed populations,” PAALF wrote.

“[This decision] reflects the city’s overall track record of implementing policies that serve to uproot, displace and disempower our most vulnerable community members,” the letter said.

Trader Joe’s bowed out amid the controversy.

“We run neighborhood stores, and our approach is simple: If a neighborhood does not want a Trader Joe’s, we understand, and we won’t open the store in question,” a company spokesperson said in a statement to The Oregonian.

But not everyone is happy about the outcome.

“There are no winners today,” Adam Milne, owner of Old Town Brewing Co., told The Oregonian. “Only missed tax revenue, lost jobs, less foot traffic, an empty lot and a boulevard still struggling to support its local small businesses.”

Good news is it can now be re appraised. Id bet the reappraisal will be much closer to the offer price. Couple other issues arise. Is this an appraisal or a tax assessors valuation ? Being a media report and knowing how often they get it wrong it would be good to know. Also is the appraisal the amount a lender would lend on the propery? What has changed since the appraisal was completed ?

Considering the nature of the social pressure on a new buyer the value certainly will go down as a result of the blow up.

Why is it owned by the city? When did they take ownership?

Yeah, I think there's some missing info about that appraisal which to my knowledge is done to protect the lender. There already was some additional info from the link I put up later.

You keep talking about how a lot sat around for 20 years. That is factored into the appraised price. Methinks if you were talking about a 100 million dollar property and the government decided to sell it for 17 million, you would have a different perspective. Of course, appraisals are always flawed. You are talking about a selling price that was SEVENTTEN PERCENT of the appraised price. In the private sector, that's called getting fleeced. Apparently, in the public sector, they are allowed to be more liberal, never mind that the taxpayer foots the bill for every penny that is below true market price.

It does happen all the time. Don't think for a second that predominantly minority businesses aren't frequently zoned out, and that in predominantly white neighborhoods a driving force behind that is that the business will attract a specific minority group. They may not directly say race was a driver, but let's not be naive.

You don't think there are hundreds of instances of minority businesses targeting minority populations that try to enter white neighborhoods? Do you think that gay bars are going to be universally accepted in a neighborhood? You don't think that zoning rejects applicants very often because they don't think the clientele is a fit for the neighborhood?

I can tell you an obvious instance where this comes into play. What if trader Joes built this property. The government centrally plans that the four block radius will be saved for future condo owners and developers and that plan targets a richer demographic. Are you going to tell me that a nightclub that attracts black clientele that wants to build in the middle of that development is going to get zoned in? Or would you agree that in matters of gentrification, your central planners will pick and choose winners based on whether that business matches the clientele they envision for that neighborhood?
