Utilization of midgets in the NFL

wonder why teams don't try to utilize midgets to give them a leg, errr stump up over other teams. Think about it.

In short yardage situations, you could hut the ball, hand off to the midget then get one of your strongest guys to line up as a FB and toss the little focker over the goalline.

Or, defending FGs. You could again take your strongest guy, and throw the little feller up in the air to try and block the kick as it goes in the air.

I'm sure there are other utilizations, but I wonder why no one has thought of this.

Statistically, would that be a run or a pass? You wouldn't want to get penalized for having linemen downfield.
