"Let's get right to the point. If you're building a 47-story building, you’re going to need an elevator. Unfortunately, that was a point overlooked by the architectural brain trust who designed the Intempo skyscraper in Benidorm, Spain. The condo building was initially meant to be 20-stories. When developers decided to move skyward, they reportedly neglected to reconfigure their plans to accommodate the necessary elevators. The Intempo was intended to symbolize hope and prosperity, showing that Benidorm was recovering from financial issues. What happens with the building remains to be seen, but at the very least, prospective tenants can get rid of their Stairmasters."

Can't imagine getting any work done during construction without an elevator. Must have had a construction car strapped to the side of the building. How else could you miss this?

the issue is two-fold. capacity and reach.

Skyscrapers often have double-decker elevator cars, capable of serving 2 floors at once. This building may not have that.

Second, if you go to a skyscraper (a larger one) all elevators don't serve the entire building. From reading the article, my guess is that they kept the same shaft layout for the entire structure, neglecting that they either needed to add shafts serving only the higher floors, OR have multiple cars operating in the same shaft (serving upper or lower floors accordingly.

A single car rarely serves the entire shaft in a very tall building for safety reasons, as in the event of failure, the farther a car can fall, the more risk of brake failure due to overheating.

Sounds like a helluva point in liability if something bad happened and they had to evac the building. I bet it wouldn't fly here.
