I think if you make a police report of an abandoned vehicle you could probably end up with a title for it. In missouri at least. Some paperwork though. Mailing certified letters and such.

in MO you'd have to have the highway patrol inspect that before getting a title, modifying the frame wouldnt get you there. but i dont know the laws in your state.

Florida doesnt have inspections, it's pretty easy down here. Throw an axle on a piece of plywood and add lights and blinkers you got a trailer haha

i wouldnt think you could apply for a lost title and then get it back to sell something that wasnt in your name to begin with. well you'd have to forge the owner's signature. but in MO they wont even let you file for a lost title on someone elses vehicle.
