I guess it depends on whether you are interested in guys who are projected to be difference makers in the league or guys who are projected to be special teams players, practice squad bodies, camp fodder, etc.

It didn't rate him 11th best player, it simply says his Approximate Value (AV) is 11. In order to make the top 10 you have to get way up to 17 AV (Justin Houston, Suh). And Watt was tops at 22 AV.
