The defense has several good players, but if the offense can't score... and on offense, there are a number of good players, but right now Orton has a command of that offense that cannot be replaced by Quinn or Tebow.

If it's rare to see a team win consistently without solid QB play, explain how there have been 4 teams(off the top of my head), in the past 11 or so years to have gone to a conference championship/Superbowl with inconsistent QB play? The team I'm referring to are the 1999 Buccaneers, 2000 Ravens, 2002 Buccaneers and the 2006 Bears.

Ok, so you found 4 teams in the last 11 years... 2 of the 4 being 11 and 10 years ago and the 4th being 4 years ago. It's happened one time (in your examples) in the last 8 seasons.
