It's called rotoscoping. Pretty much like line drawing over real actors. These days, I'm sure their computers do it.

Those commercials are really annoying.
It's like creating a newspaper ad on your computer, but before you're done you run it through a crappy cheap photoshop filter.

It's just a vector graphic. You can trace photos in Illustrator to make vector versions of them using the Live Trace features. Lots of different options. You can make em look very "drawn" like the commercials or make em good enough you can barely tell they're not raster art anymore.

#1 uses the low fidelity setting and #2 uses the high fidelity setting. There are lots more to choose from.
