Carry on, . . . Inaba was making fun of how that Euro-Metro dude pronounces Carrie Ann Inaba on Dancing with the Stars. Probably a little funnier to me because I was listening to Howard at the time and it reminded me of Artie making fun of Howard for being a DwtS geek by imitating the guy.
The Buttercup thing was a reference to the fact that The Foundations had two big hits, 'Baby Now That I've Found You' and 'Build Me Up Buttercup' [which everyone in the cast of TSAM sang over the end credits].
