If a team franchises a player they agree to pay him an average of the top 5 salarys at his position, or 120% over his previous years salary, whichever is greater.

At that point they now have the right to match any offer tendered to the player by another team, if they choose not to match said offer than the other team must trade two first round draft picks for the player.
