Yes, that's what I meant.

And I recognize that they didn't cave in to the extent that they admitted they had been wrong or anything, but I think it's a stretch, IMO, to say that we've lost habeas corpus because of a policy that at one time affected one resident US citizen (or at most a tiny number of them) out of our 300 million and which is no longer operative.
