Missouri House adds abortion drug to restrictive list

JEFFERSON CITY | A single-word amendment passed Tuesday in the Missouri House seeks to add a restriction on abortion to a bill combating doctor shopping and methamphetamine production.
Whether it can, however, is unclear.
The bill as presented would increase reporting requirements on sales of pseudoephedrine, the methamphetamine precursor found in some cold medicines, and also create a database of prescription drug sales. The database would record information about prescriptions as well as personal information about the patients receiving them in an effort to identify and prevent prescription drug abuse.
The amendment, however, added the abortion drug mifepristone to the list of Schedule I Controlled Substances — the same classification as drugs like heroin and LSD.
Substances are designated Schedule I if they are found to have a high potential for abuse and have no accepted medical use or are unsafe.
Rep. Ray Salva, the amendment’s sponsor, argued mifepristone, which is also known as RU-486, met those criteria.
“What other drug could be more harmful (than one that takes) a life?” said Salva, a Sugar Creek Democrat. “It is germane. RU-486 is a drug that takes a human life.”
Salva’s amendment passed 113-36 on a roll-call vote.
The bill’s sponsor, Rep. Kenny Jones, a California Republican, was skeptical that mifepristone met the guidelines for Schedule I. The drug is not addictive, he said, and has a defined medical use.
Jones voted in favor of the amendment, but nonetheless said he was certain mifepristone would be removed from the Schedule I list if the bill ultimately is passed.
The practical effect of adding the drug to Schedule I remains unclear.
Inclusion on the Schedule I list means that doctors cannot prescribe the drug and pharmacies cannot dispense it, said Mary Kay Hager, a spokeswoman for the Department of Health and Senior Services.
But mifepristone is not actually prescribed — it’s taken by a woman in the presence of a doctor after the required waiting period and counseling associated with any abortion procedure.
Health and Senior Services will review the effect of the amendment, Hager said.
Planned Parenthood spokeswoman Michelle Trupiano questioned the inclusion of an abortion restriction in a bill otherwise aimed at curbing meth production and prescription drug abuse.
“This whole amendment was about anti-choice legislators wanting to talk about abortion, no matter what the issue,” Trupiano said.
Following the vote on Salva’s amendment, the House closed discussion on the bill for the day.
It must win preliminary and final approval on the House floor before moving on to the Senate.
The drug monitoring and pseudoephedrine sale reporting bill is House Bill 1619.

Ray Salva was my little league football coach. Nice guy, generally a straight shooter, but he (and most of Sugar Creek) is very Catholic. This seems like a back door way to push the anti-abortion agenda. If he wants to push Pro-Life, he should do it in a more direct way. This seems like a sneaky way to attack the issue.

yep ... tacking this on to a "drug war" issue is crap.

if you want to do it then put it out there on it's own, to stand on it's own merits.

It is the way a lot of things are done, not just pro-life stuff. And it's shitty. It shows a certain amount of ethical bankruptcy, it's done to cloud the issue on purpose. A step better than lying but not a very big step.
