ChiefsPlanet CP casino rules??

My friend jsut created an account here where I work so we could both play Texas Holdem together, but it won't let him access the casino, is there anything special he has to do post wise or length of time wise before he can use the casino? I thought maybe his work computer was not allowing him, but my account on his computer lets it work.
