I-70 Toll Road, Voters May Not Have a Voice

From the St. Louis Post-Disptach via johncombest:
Missouri voters have twice rejected constitutional amendments to permit state toll roads and bridges since 1970.
But Missouri Department of Transportation Director Kevin Keith said a public vote would not be required to rebuild Interstate 70 using tolls. Private sector companies would fund the project and collect tolls to recoup their investment.
“We believe we can do the public-private partnership for I-70, as we outlined it, legally,” Keith said after briefing lawmakers last week. “Now there are a whole bunch of public policy questions that are legitimate for them to talk about.”
Keith outlined a proposal to rebuild the rural stretch of I-70 between Highway 40-61 near Wentzville and Interstate 470 near Kansas City. Depending on the scale of the rebuild, it could cost $2 billion to $4 billion.
The project would be undertaken by a private consortium.
No legislation has been introduced yet, but opponents have questioned whether voters should be left out.
Tom Crawford, president and CEO of the Missouri Trucking Association, said the I-70 toll question should go to voters. He said MoDOT is taking the position that its private partners — not the state — would be the ones collecting the tolls, in which case MoDOT is saying no public referendum is necessary.
“From my perspective, any analysis of case law, that’s a distinction without a difference,” Crawford said.
Mike Right of AAA Missouri raised similar questions about the need for a public vote.
“I haven’t reviewed the legal aspects of it, but I think it would be a major mistake not to take it to the electorate,” he said. “We are talking about a substantial toll that is going to affect a lot of folks.”

70 through MO does blow, so this is about time.

I'm always amazed how much better the condition of the highways are in KS compared to MO.

So will this private company be able to charge whatever price they wish to use said road? The land over which the highways run belongs to the state, ergo, the people should have a voice to decide.

If you think MO is bad, try driving in OK. I'm amazed at how poor some of their roads are, despite having tolls.

Glad I don't live in Missouri. Tolls should not exist, it is a stupid concept.

I'm fine with paying for the roads, but take it out of my taxes. If it is not enough and you can't cut anything else to pay for it, then raise the taxes, but don't put in tolls. If nothing else, I'd rather send it in with my income and property tax than have to stop at a toll booth everywhere I go, its a hassle and another needless expense to pay for the construction, staffing, and enforcement of toll booths. Its also a gutless easy way to basically raise taxes without having to answer your re-election opponent when he asked why you raised taxes.

Toll roads seem to be the best roads wherever they are. And no lack of traffic on them. Seems a better solution than raising everyones taxes

There's toll roads all over Dallas. They have feeder roads next to them, though that don't have tolls. You could drive the feeder without paying the toll, but you have to stop for the lights.

I don't have a problem with toll roads. It just seems weird that voters keep shooting it down in MO and the state is now trying to find around them.

The idea of for-profit roads also rubs me wrong.
