To be fair aluminum poisoning can be pretty nasty.

Well, I am a Graphic Designer who mainly works in Adobe Illustrator. I downloaded the .pdf document to see for myself. It is true it is all layers. I already posted what I thought leaving the possibility they were cleaning up a document in poor condition.

That green paper was not vectorized. A scanned document does not come into Illustrator vectorized. You'd have to use the trace tool to convert a photographic image with pixels to vectors. That would create one shit load of anchor points with that green patterned paper. It would all remain on one layer too, unless the user selected some and moved them onto a new layer. That is done manually. A scanned document would come with pixels in it as a .jpg, .pdf or .png or whatever it was originally. It may be linked or embedded in the document.
