Identity-Theft Victims Given Short Shrift by IRS, Says Watchdog.

J. Russell George, the Treasury Inspector General for Tax Administration, or Tigta—an official IRS watchdog—today told a Congressional oversight committee that the Internal Revenue Service gives “confusing and often conflicting instructions” to taxpayers who are victims of identity theft. IRS Deputy Commissioner Steven Miller gave testimony before the committee as well.

Both officials called tax-related identity theft a growing problem. According to IRS statistics presented by Tigta, over 640,000 taxpayers were affected by it in 2011, more than double the 271,000 affected in 2010. The Tigta report concluded that the growth in cases had overwhelmed IRS resources and burdened taxpayers.

According to George’s testimony, the problems included:

Timely resolution. It can take more than a year to resolve an ID theft.
Communications between IRS and victims is limited and confusing.
When taxpayers tell the IRS their electronic return was rejected because someone else has apparently claimed their identity, they are told to mail in a paper tax return with a Form 14039 Identity Theft Affidavit and supporting documents. However, said the report, the IRS does not prioritize these returns.
Identity-theft guidelines and procedures are dispersed among 38 different IRS manual sections, and they are inconsistent and incomplete.
The IRS makes little use of the data from ID-theft cases to identify trends.
The Tigta report also made eight recommendations as to how the IRS could improve its handling of ID theft, all of which the IRS agreed with.

In his testimony, Miller discussed nine measures the IRS has taken to combat identity fraud. He estimated that as of April 2012, the IRS had stopped over 325,000 questionable returns with $1.75 billion in claimed refunds by using special filters.

In addition, the IRS is developing ways to stop ID thieves from using deceased taxpayers’ identities and is giving more training to its employees, among other measures.

Since December 2011, eight taxpayers have been sentenced to prison in connection with ID theft, Miller added.

We have credit monitoring on all three of our kid's social security numbers and check their reports a couple times a year.
With all the frigging illegals in this state they steal ss #s like candy.
A girl that works in the office of a local college here told me her relatives in Mexico routinely call her and her sisters to ask to use their social security numbers but that they always tell them no.
