How Do You Grow the Economy From the Middle Out

I keep hearing this line from the Dems. How, precisely, do you grow the economy "from the middle out?"

Few things on this:

You can probably repeal a lot of Obamacare with reconcilliation, but not the whole law. But if Romney is in I have no doubt that it will be gutted to the point where the changes that are negotiated bear little resemblance to what Obamacare seeks to do. For instance, I firmly believe that the "penalty" to businesses is lower than the cost of current insurance not because the government wants to give a break to business, but because once you're in the exchange you're in there for life. So while it make no sense to create a penalty that is less than the product you're supposedly pushing companies to obtain for their employees, Obamacare does it because it wants the exchanges to eventually fully and completely replace the current insurance markets.
