The smartest parents in Chicago right now are those whose kids attend charter schools, private schools, or parochial schools. Those institutions don’t employ Chicago’s unionized public-school teachers, who went out on strike this morning for the first time in 25 years.

The coverage of the strike has obscured some basic facts. The money has continued to pour into Chicago’s failing public schools in recent years. Chicago teachers have the highest average salary of any city at $76,000 a year before benefits. The average family in the city only earns $47,000 a year. Yet the teachers rejected a 16 percent salary increase over four years at a time when most families are not getting any raises or are looking for work.

The city is being bled dry by the exorbitant benefits packages negotiated by previous elected officials. Teachers pay only 3 percent of their health-care costs and out of every new dollar set aside for public education in Illinois in the last five years, a full 71 cents has gone to teacher retirement costs.

But beyond the dollars, the fact is that Chicago schools need a fundamental shakeup — which of course the union is resisting. It is calling for changes in the teacher-evaluation system it just negotiated by making student performance less important.

Small wonder. Just 15 percent of fourth graders are proficient in reading and only 56 percent of students who enter their freshman year of high school wind up graduating.

The showdown in Chicago will be a test of just how much clout the public-employee unions wield at a time when the budget pressures they’ve created threaten to break the budgets of America’s major cities.

WHAT? Of course teachers should be measured. But it needs to be based on actual progress in the class itself and not on some standardized test for all classes. If the class as a whole has better scores over the course of the year, thats progress.

What they need to eliminate is the damn tenure crap. Bad teachers should be fired. I don't care how long they have been with the district.

Well you and I both agree. But our more progressive friends are worried about the teachers time to do stuff and go to meetings and talk. That and the idea that somehow a teachers performance should in some way be tied to learning by the students is certainly never going to happen. Bad teachers cannot be fired in may cities. They can be given a make work non classroom job but they are paid the same. Performance based evaluation and pay is never going to work because the unions protect the worst of the lot.

Would not the most able teacher have the most advanced students at the end of the class? Pretest and post test....who had the best result?

Sometimes at these jobs everyone basically gets a "Superior" rating and then some get an ,"Excellent.' Superior becomes the term for average. You also get people filing complaints if they get a less than satisfactory rating, so supervisors don't want to deal with it.
I'm guessing the problem in Chicago isn't standardized tests or teacher quality. It's probably too many parents not reading to their kids, not helping them with homework and treating school like nothing more than a day care.

I like this idea we cannot measure a teacher based on the the results the teacher produces. Pure Tee Bullshit.

We cant get rid of bad teachers period. Why? Cause the contract says so. Whats up with that? In any job, you need to have the ability to fire those who cannot and do not perform. Period.

Ignore the data but its been proven. Teaching to the test doesnt make kids learn more or better.

I dont have the answer and I dont think anyone does on the best way to measure a classes progression and how to get rid of bad teachers. If you got a great idea, I'm all ears.
