That's a pretty reasonable take.

I watched on CNN and had my eyes glued to the approve/disapprove meter running at the bottom of the screen and Romney definitely outperformed general expectations for him and even had a handful of moments where he connected with the female undecideds. If they are smart they are looking at the same data and messaging around those things that worked.

Al Gore comes to mind as someone who literally made 100 million dollars as a result of the government picking winners and losers. But Gore isn't really a part of the Obama administration, so that's not really an answer to your question.

The better answer is that the government and the people in charge are accumulating power. When you have the power, the money follows.
