So if Obama does nothing amidst the rise of these mass shootings, he doesn't care about the people. If he does something moderate (AND LEGAL) that doesn't require the action of congress, he's pandering for good press. If he gets congress to act, he's wiping his ass with the constitution. My first sentence is more of a pro-gun-control view. However, considering public polling shows that a majority of Americans believe some type of stricter laws and/or enforcement of existing laws is needed, most Americans would see Obama turning a blind eye as not caring about the public good. So sure, omit my first sentence which addresses the pov of a majority of America which includes a large section of gun owners.
