They covered that earlier.....if you see the replay you can see that Carl beat Menard to the line but the explanation that it sounded like NASCAR was giving said that Menard bumped Carl and didn't make a real attempt to restart correctly so they didn't penalize Carl.

Had Carl been penalized for that restart and that gives Busch the win and Newman 2nd place...would that have changed who qualified and who didn't?

It looked like Menard hit the gas inside the zone but Carl never gave it back. The bumping doesn't seem like a legit argument to me.
