What the ****ing ****? This pisses me off immensely.

The government sees fit to cut tuition assistance for soldiers:

"Congress," as in members of Congress, did not get a bonus.

And "the gov't" did not cut tuition assistance.

Who had the chance to be given leeway in what cuts were to be made, but refused? Who has instructed different agencies in the government to make the cuts as painful as possible?
