Looks like someone is either selling them at the booth it's hovering over, or it's a publicity stunt to promote whatever they are selling in that booth that it's hovering over.

I like the video title: "Drone caught on tape over Austin"

Not really a drone
"caught on tape"--as if this "drone" was doing some stealth operation instead of floating right above the heads of a crowd in daylight
"over Austin" - as if it was patrolling high above the city

...and it looks like a planned commercial event. At least the one in my video was actually being used covertly by the HPD.
