I'll give you the benefit of the doubt and assume you just cut and pasted this from breitbart or someplace similar that routinely takes quotes out of context. Pfeiffer is saying that regardless of whether or not a law was broken, the activity was wrong and must be fixed:

“I can’t speak to the law here. The law is irrelevant. The activity was outrageous and inexcusable, and it was stopped and it needs to be fixed so we ensure it never happens again,” Pfeiffer said.

Stephanopoulos asked Pfeiffer if he really thought the law is “irrelevant.”

“What I mean is, whether it’s legal or illegal is not important to the fact that the conduct doesn’t matter. The Department of Justice has said they’re looking into the legality of this. As I said, I was giving you the benefit of the doubt. But if you selectively cut out that portion of his quote when you posted, then you were trying to be misleading. The link to the Washington Post included the entire quote, not just "I can’t speak to the law here. The law is irrelevant."

Surely you can see that including "The activity was outrageous and inexcusable, and it was stopped and it needs to be fixed so we ensure it never happens again" along with his other comments on the show, adds context and meaning to what he said. "The Department of Justice has said that they’re looking into the legality of this. The president is not going to wait for that. We have to make sure it does not happen again, regardless of how that turns out.”

He didn't 'walk it back' on Twitter because there was nothing to 'walk back' if you look at his complete comment. The tweet was in response to it being taken out of context as you did when you posted.
