Now they want your passwords, too.

The U.S. government has demanded that major Internet companies divulge users' stored passwords, according to two industry sources familiar with these orders, which represent an escalation in surveillance techniques that has not previously been disclosed.

It depends on how the developer put the system together. If they're storing passwords in plain text then they can see them. Ideally they should be storing hashes of passwords at least...salted passwords being better than mere hashes.

Salting is pretty important because you can take a dictionary of words (or known passwords from another breach) and create a table of hashes. For example if I compromise a database and dump the usernames and passwords...look through and see this:

I do not believe Yahoo or Google or whoever would supply anyone with passwords, for no other reason than if it got out, their company would cease to exist overnight. I do, however, believe that the government could probably crack into just about anyone's Gmail if they really wanted to.
