DOes the congress need to declare war before military action in Syria?

Simple question:

Does the congress need to declare war on the official Government inSyria before we hit them with our missiles and Air Force...

Or should the president be able to attack another country without this authorization?

When Presidents fire off a couple of cruise missiles they don't go to Congress for permission. Long standing precedent.

Obama didn't ask permission to invade Pakistan to get Bin-Laden. Most conservatives were okay with that.

If you want to put boots on the ground........... totally different.

The complication is Russia and Iran and most of the opposition hates us including the people that got gassed.

This is a lose/lose for on every level except for morally and we are just going to feign moral outage to keep us out of another war.

The raid to take out Osama was clearly authorized by the same Authorization to Use Force that initiated the GWoT, so that's a bad example.

I agree with the practical reality of what you're saying though, even though I don't approve of it.
