Boehner says he will not pass a clean bill from Reid

House Speaker John Boehner (R-Ohio) insisted Thursday that the government would not shut down, but he also flatly refused to pass a "clean" spending bill to keep Uncle Sam in business next week when the bank account runs dry.

"I do not see that happening," Boehner told reporters on Capitol Hill after meeting with Republican legislators.

The House passed a measure last week to fund the government after Sept. 30 only if Democrats agree to strip spending from Obamacare. The Senate is in the process of removing the health care defunding and plans to send a simple spending bill back to the House by this weekend. That bill would keep the government running until Nov. 15.

Boehner declared, "I don't expect" the government to close. But he did not explain how he and his Republican caucus could amend the Senate bill, debate it, vote on it and send it back to the Senate for more action there before Oct. 1.

"There will be options available to us," Boehner said. "There's not going to be any speculation about what we're going to do or not do until the Senate passes their bill."

In current form, where it can be done anonymously and without physically holding the floor, it should be done away with, no matter which party is in control. There is a reason that we have been exponentially increasing the amount of items filibustsred every year; it has been made too easy, with no political price to pay to use it.

This has been Harry Reids #1 failing as a leader IMO. Why continue to alow people to abuse you so absurdly. He has got to be the most gutless leader in Senate history. Particularly when there is a politically viable way to say: we're just wanting to return things to normal likethey were a couple of decades ago. Plus you have the famous cultural image of Mr. Smith goes to Washington to utilize and just say, "if people want to filibuster, then they need to do it physically there, like Jimmy Stewart had to in that movie."

There will be no concessions on health insurance reform, to think so completely misreads the political incentives of both sides.

Also, in all likelihood the GOP will get nothing on the debt ceiling. The only "concession" I can see as realistic is a fast track commitment to tax reform in the next year. Even that may be a tough sell.

Yeah, each party when they get int control thinks its a good idea. When the are out of power, they are horrified to think of it being gone. But, even if you get rid of the filibuster, Obama will veto. It's still just a unrealistic dream world.

And in 2016, remember that demographic death spiral.......... Paul or Cruz aint getting you out of that death spiral.

That's an easy question to answer.

The Republicans are 6 seats away from a Senate majority, and they are headed towards likely picking up 3 of them in Montana, West Virginia, and South Dakota. These states are pretty well in the bag.

According to Nate Silver, there are several more to choose from:
Republicans could then win three more seats from among red states like Louisiana and Arkansas, where vulnerable Democratic incumbents are on the ballot, or they could take aim at two purple states, Iowa and Michigan, where Democrats have retired. More opportunities could also come into play if the national environment becomes more favorable to Republicans (such as because of a further slide in Mr. Obama’s approval ratings). There is an election in Nov 2014, pushing the start of Obamacare to Oct 2014 only puts the Dems in a worse spot politically. Delaying the individual mandate would be even worse for them as it would have the extra effect of raising everyone's insurance premiums sustantially next year.

The only "leverage" the GOP has is basically a gun they are pointing at their own head. Its not going to happen.

Thursday, Cruz met again with House conservatives at a venue near the Capitol. According to one House member, the bicameral bloc talked deep into the night about the CR and how to pressure Boehner. At the top of the agenda: making a one-year delay of Obamacare a requirement for government funding, and to accept nothing less, should the defunding effort continue to unravel. There is fear the Boehner is resistant to making that demand as part of a CR, and conservatives discussed ways to force his hand.

Leadership sources, for their part, are startled by Cruz’s attempt to shape House strategy and work against the speaker. They knew he’d oppose Boehner’s playbook, but they didn’t expect him to huddle with conservatives and ask them to ignore it. So, Cruz’s meetings have made him a key House player, but they’ve worsened his already-fraught relationship with the leadership.
