Obviously Obama has the legal authority to delay implementation. If he didn't, there would be a slew of lawsuits and injunctions filed against him.

Its pretty common, legislation often gives the executive some limited or broad leeway to modify implementation timelines. Its the same reason why the REAL-ID Act has been delayed by DHS for years and years, the law allows the executive to say "oops, we aren't ready, but we will implement this eventually, promise".

House rules committee wants to offer the senate a conference committee on the cr. Not sure how that would work since the same fundamental disagreement would exist. Maybe they,are planning on appointimg moderates to it?
