I don't see how it would be helpful to the GOP to keep the shutdown going.

I could see Obama agreeing to a one year delay in assessing penalties to individuals if the GOP agrees to add to the budget the expenditure necessary to replace the expected revenue that the premiums and penalties would have generated and dispersing that money pro rata to the insurance plan providers.

Seems to me the justification for the one year extension for businesses had to do with the costs of complying with the reporting requirements and not the costs of providing insurance. Reportedly, the businesses granted the exemption from penalties collectively insure 95% of their employees. Seems to me that it makes sense not to assess penalties for not meeting paperwork requirements if that has not been straightened out yet.

I don't see how delaying the individual mandate makes much sense unless you are trying to sabotage the health insurance market. If the GOP replaces the revenue lost from unpaid premiums and penalties from individuals who do not enroll. I could see Obama going along with that, but I doubt the GOP would be willing to offer that.

A strict balanced budget inhibits the government's ability to stimulate or cool down the economy through fiscal policy.

They're good ideas for municipalities. Not so good on the federal and state level.
