Deal reached on Iranian nuclear program

DEVELOPING: A deal between six world powers and Iran has been struck, Fox News confirms.

Iranian Foreign Minister Mohammad Javad Zarif said, `'Yes, we have a deal," as he walked past reporters crowding the hotel lobby where marathon negotiations had taken place over the past five days.

Asked if there was a deal, French Foreign Minister Laurent Fabius said `'Yes" and gave a thumbs up sign.

The goal had been to hammer out an agreement to freeze Iran's nuclear program for six months, while offering the Iranians limited relief from crippling economic sanctions. If the interim deal holds, the parties will negotiate final-stage agreements to ensure Iran does not build nuclear weapons.

The deal came after the personal intervention by Secretary of State John Kerry and other foreign ministers whose presence had raised hopes for a breakthrough.

Diplomats refused to spell out details of the talks, which dragged on past midnight and into early Sunday.

(Reuters) - Negotiations between Iran and six world powers on implementing a landmark November deal to freeze parts of Tehran's nuclear program in exchange for easing some sanctions have run into problems over the issue of centrifuge research, diplomats said.

The dispute over centrifuges highlighted the huge challenges facing Iran and the six powers in negotiating the precise terms of the November 24 interim agreement. If they succeed, they plan to start talks on a long-term deal to resolve a more than decade-long dispute over Tehran's nuclear ambitions.

Among the issues to be resolved in political discussions due to begin in Geneva later this week is that of research and development of a new model of advanced nuclear centrifuge that Iran says it has installed, diplomats said on condition of anonymity.

Centrifuges are machines that purify uranium for use as fuel in atomic power plants, or, if purified to a high level, weapons.

"This issue (centrifuges) was among the main factors in stopping the previous technical discussions on December 19-21," a Western diplomat told Reuters on condition of anonymity.

Other Western diplomats confirmed that centrifuges were a "sticking point" in the talks with Iran but noted that last month's discussions were understandably adjourned ahead of the December holidays.

"As part of the (November 24) agreement, Iran is permitted to engage in R&D (research and development), but that is tempered by the fact that it is prohibited to install new centrifuges, except as required by wear and tear," the first diplomat said.

Western diplomats said they were uncomfortable with the idea of Iran pressing ahead with the development of more advanced centrifuges. But Iran says centrifuge research is crucial.

"We have to make sure our right to research and development is respected," a senior Iranian government official said on condition of anonymity.

Iran and the so-called P5+1 - the United States, France, Britain, Germany, Russia and China - reached a deal on November 24 in Geneva aimed at curbing the Islamic Republic's most sensitive nuclear work, including medium-level 20 percent uranium enrichment, in return for easing some economic sanctions.

Iran is under U.N., U.S. and European Union sanctions for refusing to heed U.N. Security Council demands that it halt all enrichment- and plutonium-related work at its nuclear sites. Tehran rejects Western allegations that it is seeking the capability to produce atomic weapons, saying its nuclear ambitions are limited to the peaceful generation of electricity.

Seriously though, the Iranians' opinion is pretty important in any agreement we hope to get them to honor. Especially in the era of Obama. I think it remains to be seen whether any actual agreement allows for centrifuge upgrades.

(CNN) -- Save the date: Iran has pledged to start eliminating some of its uranium stockpile on January 20, the White House said Sunday.

That gives an official start date for the six-month interim deal with Iran, which was first announced in November.

"As of that day, for the first time in almost a decade, Iran's nuclear program will not be able to advance, and parts of it will be rolled back, while we start negotiating a comprehensive agreement to address the international community's concerns about Iran's program," U.S. Secretary of State John Kerry said in a statement Sunday.

As part of the agreement, Iran has agreed to start eliminating its stockpile of higher levels of enriched uranium, to dismantle some infrastructure that makes higher-level uranium enrichment possible, and not to start up additional centrifuges.

In exchange, some sanctions against Iran will be eased as part of "modest relief," the White House said.

"The $4.2 billion in restricted Iranian assets that Iran will gain access to as part of the agreement will be released in regular installments throughout the six months," Kerry said. "The final installment will not be available to Iran until the very last day."

But there's a bipartisan push in Congress to tighten, rather than ease, sanctions on Iran. U.S. President Barack Obama made it clear Sunday that he was pushing back.

"Imposing additional sanctions now will only risk derailing our efforts to resolve this issue peacefully, and I will veto any legislation enacting new sanctions during the negotiation," Obama said in a written statement.

President Obama’s nuclear agreement to slow down Iran’s drive to become a nuclear-weapons power faces tough resistance from Senate Republicans and Democrats because of massive loopholes in the deal.

The Hill reported today that “an Iran sanctions bill opposed by the White House continues to gain traction in Congress with 59 senators officially signing on as of Friday morning—just one shy of a filibuster-proof majority.”

The goal of the bill is straightforward, namely, to ensure that the Islamic Republic of Iran – the world’s largest sponsor of terrorism – does not develop a nuclear-weapons device. Senators Mark Kirk (R., Ill.) and Robert Menendez (D., N.J) drafted the legislation entitled the Nuclear Weapons Free Act.

It is puzzling to observe the Obama administration showing such deference to a rogue regime that from its inception in 1979 has murdered Americans in Lebanon, Iraq, Afghanistan, and Saudi Arabia.

Iran continues to defy six U.N. Security Council resolutions demanding that it cease its illicit enrichment of uranium. Nonetheless, Obama declared that the November 24 agreement in Geneva “halted the progress of the Iranian nuclear program.”

The agreement has flopped on two levels. First, Iran announced it plans to build advanced centrifuges to enrich uranium. “The new generation of centrifuges is under development. But all tests should be carried on it before mass production,” said Iran’s nuclear director Ali Akbar Salehi. Put simply, Iran is set to amass huge quantities of weapons-grade uranium.

Second, the sanctions relief outlined by the Obama administration severely underestimated the benefits to Iran’s money-starved economy. According to the White House, the deal will provide $7 billion in relief to Iran. However, the real figure probably hovers around $20 billion.

(CNN) -- Iran started suspending high levels of uranium enrichment Monday as an interim deal struck with six world powers went into effect, state media reported, making way for more talks and fewer sanctions.

All of its voluntary moves will be completed by Monday evening, Iran's nuclear spokesman Behrouz Kamalvandi told state-run news agency IRNA.

The United States and European Union announced that they were suspending certain sanctions for six months as part of the deal.

"In reciprocation for Iran's concrete actions, the United States and its P5+1 partners -- the United Kingdom, France, Germany, Russia, and China -- as well as the European Union will today follow through on our commitment to begin to provide the modest relief agreed to with Iran," said White House spokesman Jay Carney. "At the same time, we will continue our aggressive enforcement of the sanctions measures that will remain in place throughout this six-month period."

Iran stopped enrichment of uranium to the 20% purity level and disconnected cascades of centrifuges enriching uranium in Natanz, a top nuclear official told state-run Press TV.

A centrifuge is a mechanism used to enrich uranium.

"From now on, the centrifuges which were used for producing 20% enriched uranium will be used for enriching uranium to the 5% purity level," said Mohammad Amiri, a director in the nation's nuclear agency.

International inspectors were present when Iran started implementing the historic deal, Press TV said.

The action is part of a six-month interim agreement that gives Iran and the other countries more time to negotiate a permanent solution.

Iran struck the deal on November 24 in exchange for lighter sanctions.

Tehran insists its nuclear program is for peaceful, civilian energy purposes, despite concerns from the West that it's a guise for working toward a nuclear weapons program.

Nuclear power plants use uranium that is enriched to 5% as fuel to generate electricity.

As part of the agreement, Iran must eliminate its stockpile of higher levels of enriched uranium, dismantle some infrastructure that makes enrichment possible, and allow broader and more intrusive inspections of its programs.

The six nations and the European Union are reviewing a report by the U.N. watchdog, the International Atomic Energy Agency, which provided details of the nuclear activities on the first day of the deal, according to the U.S. State Department.

"This is an important day in our pursuit of ensuring that Iran has an exclusively peaceful nuclear program," said Catherine Ashton, the European Union foreign policy chief.

She said she's optimistic a new round of negotiations could come soon.

"Depending on how things work out today, I hope that we will start talks in the next few weeks," Ashton said.

If all conditions are met, Iran will get sanctions relief totaling about $7 billion, including access to $4.2 billion in frozen assets, during the six months the interim deal is in effect.

"The psychological effects of the lifting of sanctions will create a new atmosphere in the country," said Iran's Deputy Foreign Minister Seyed Abbas Araghchi, according to IRNA.

For years, Iran and Western powers have left negotiating tables in disagreement, frustration and open animosity.

The diplomatic tone changed last year when Iranian President Hassan Rouhani was elected.

And the deal appeared to be on the right track Monday.

As part of the deal, Iran was required to dilute its stockpile of uranium that had been enriched to 20%.

While uranium isn't bomb-grade until it's enriched to 90% purity, "once you're at 20%, you're about 80% of the way there," said Mark Hibbs, a nuclear policy expert at the Carnegie Endowment for International Peace.

The deal also mandates Iran halt all enrichment above 5% and dismantle the technical equipment required to do that.

World leaders applauded the interim deal after years of a stalemate.

"For the first time in nearly a decade, we have halted the progress of the Iranian nuclear program," U.S. President Barack Obama said when the deal was announced in November.
