The author asserts that people with pre-existing conditions are getting "downgraded". Then this passage is pretty much the only evidence she offers for that:

That's some grade A handwavy bullshit right there. I'm pretty sure my general contractor uncle, who hasn't been able to get private insurance in Kansas since the 90s – is going to be a lot better off now that he can buy insurance under the ACA.
