The Trader Joe’s grocery chain has withdrawn plans to build a store in the heart of a predominantly black neighborhood after a black leadership group fought the move.

The Portland Development Commission was set to give the grocer a large discount on property that had been vacant for years, pricing it at just over $500,000, down from an appraised value of $2.9 million, according to The Oregonian.http://www.oregonlive.com/portland/i...ican_lead.html

The Portland African American Leadership Forum sent a scathing letter in December to city leaders, saying the plan would price residents out of the area and the group“remains opposed to any development in North/Northeast Portland that does not primarily benefit the black community.”

Trader Joe’s would increase displacement of low-income residents and “increase the desirability of the neighborhood,” for “non-oppressed populations,” PAALF wrote.

“[This decision] reflects the city’s overall track record of implementing policies that serve to uproot, displace and disempower our most vulnerable community members,” the letter said.

Trader Joe’s bowed out amid the controversy.

“We run neighborhood stores, and our approach is simple: If a neighborhood does not want a Trader Joe’s, we understand, and we won’t open the store in question,” a company spokesperson said in a statement to The Oregonian.

But not everyone is happy about the outcome.

“There are no winners today,” Adam Milne, owner of Old Town Brewing Co., told The Oregonian. “Only missed tax revenue, lost jobs, less foot traffic, an empty lot and a boulevard still struggling to support its local small businesses.”

I'm not going to speak for her, and I don't particularly like the way municipalities use special property tax breaks to lure business, but there's a world of difference between central planning at the local level and central planning at the federal level. The less local, the less desirable, in most cases.

I would have to imagine that if this was a local government using tax money to provide a sweetheart deal to develop a hotel in a more affluent area, the tune would be very different.

Like I said... I'm a big fan of development. Huge fan. It might make me a heartless bastard, but I don't care about sweetheart deals if it creates vibrant neighborhoods. But I know what it is. It's central planning. It's government using tax dollars to place bets on neighborhoods based on their central point of view on areas to invest in.

I came into the thread starting near the end. Who is this group?

BTW, I agree with Pat as well. Zoning is a local issue. Still you had private property rights confused.

Uh no! This is NOT "central planning." It's might be considered "local planning." Looks more like a normal sales offer any individual or group can engage in. It still has ZERO to do with a central govt. Plus, it's a local govt trying to sell off property that has been vacant for years. Sounds like a normal transaction that was mutually beneficial.

Govts, at all levels, do engage in some trade in the market and can lower prices if something hasn't moved.

That's very interesting. So this is a private investment. Taxpayers are not at all involved in funding the discount offered on this property? This was not at all spurred by a government-driven decision to buy property at a discount in the hopes of developing the neighborhood?

The Portland Development Commission is a government agency. To your point, if this was a truly market-based transaction, then how come a private developer didn't come in and sell the land?
