U.S. Sen. Jerry Moran, R-Manhattan, is leading a new drive in the Senate to abolish the Internal Revenue Service, eliminate income tax and other taxes, and establish a national 23 percent sales tax by 2017.

Moran has supported the fair tax in the past, including co-sponsoring a similar bill in 2009. This time, however, he is taking a prominent role.
The Fair Tax Act of 2015, introduced in the Senate on Jan. 13, has three other senators’ names attached to it: the two senators from Georgia and Sen. Pat Roberts, R-Dodge City. On Jan. 28, Moran spoke in the Senate about the Fair Tax Act bill, saying in part:

“I am often asked not only when I am back in Kansas but here in Washington, D.C.: Do you expect there to be broad-based tax reform?
“I am all on board on tax reform, but I wish to talk about what I believe is the best solution toward tax reform. And it is not tinkering with the current system; it is an overhaul of the current Tax Code.”

All Kansans on Capitol Hill agree with Moran.
In the House, a corresponding Fair Tax Act of 2015 was introduced in early January. Among its 63 co-sponsors are all four Kansans in that chamber: Reps. Tim Huelskamp, R-Fowler/Hutchinson, Mike Pompeo, R-Wichita; Lynn Jenkins, R-Topeka; and Kevin Yoder, R-Overland Park.

Under the Fair Tax Act:

All federal, corporate and individual taxes, payroll taxes, capital gains taxes and estate and gift taxes would be repealed. They would be replaced by what Moran called “a revenue-neutral” personal consumption tax.

“Getting rid of the Internal Revenue Service is a significant benefit that comes from the Fair Tax,” Moran said in his speech.

To offset the impact on lower-income households, the government would send them a pre-rebate sum – called a “prebate” – monthly.

Only those people legally in the U.S. would be entitled to a prebate.
To prevent future government leaders from reimposing the income tax later, the Fair Tax Act would require repeal of the 16th Amendment to the Constitution, which authorized income tax.

Former Arkansas governor and former presidential candidate Mike Huckabee advocated for the fair tax, saying it would be like a magic wand. Moran described it as “the best option for significant reform.”
“By some estimates, U.S. companies are currently holding over $20 trillion overseas.

With the passage of the Fair Tax, foreign investments would no longer continue to sit on the sidelines when they could be brought back to America to drive economic growth and create jobs,” Moran said.

The 23 percent is calculated by combining the 15 percent income tax bracket with the 7.65 percent of the employee payroll taxes, pointed out a Fair Tax advocacy website.

Advocates say the fair tax would give workers more control over their income. Critics caution that the high sales tax could fuel an illegal market.
Previous fair tax bills have remained stuck in committees. Will Moran’s push get this bill to the floor?

Fort Hays State University political science professor Chapman Rackaway doubted it would get to the full Senate unless Senate Majority Leader Mitch McConnell, R-Kentucky, believes it provides a good political counterpoint to President Barack Obama’s budget.

But Moran has key committee assignments and his experience in 2014 as National Republican Senatorial Committee chairman – helping GOP candidates win and retake control of the Senate – gives him “the internal status needed to sponsor a bill and pull plenty of supporting co-sponsors,” Rackaway said.

“Moran has plenty of clout, so he could get it done,” Rackaway said.
Efforts to reach spokespeople for Moran and Roberts were unsuccessful.

So with a local of sales tax of around 8%, every purchase would have a 31% tax. I think most people are going to have a hard time making sense of that.

It's actually a 39/5. The "23%" they calculate is a bizarre non-standard deceptive advertising percentage.

They are saying that if you have a final price of $1.30 on a $1.00 product, that is a 23% tax because .30 is 23% of the final price $1.30.

Ok. If you don't think this is worth worrying about then bully for you I guess.

For my own part, I think this sales tax mantra, sensible or not, has been growing a bit each year. I think there is a real chance it gets trotted out there in 2017.

He didn't though. even after the recounts where they were "interpreting" votes Gore didn't beat Bush.

I'd be interested in hearing who you thought would have beat Bush at the time
