Not necessarily. She was probably told by someone, who was told by someone, who called some insurance companies and asked what would you guess the percent of people who paid premiums has been? That said, I certainly suspect a fudging. That their announced total, the day after the last day to sign up, is juuuuuust barely over the amount they said they needed for it to be a success, was a little too convenient. If it was 6.9 million, I have no doubt that the Powers That Be would order a statistician to find the last 100K somewhere, which he would. If it was 6.8 million, same. The line as to where they'd fess up and where they would keep fudging is . . . well, let's say fuzzy.

If I'm not mistaken, they have steadfastly refused to say how many people paid for their policies (i.e., are actually covered).

Originally they were talking about how many people had created logins for the site or had "selected a plan" and not how many had actually bought, because you couldn't actually pay for anything.
