Moran: Members Can’t Afford to Live Decently in D.C.

Despite what constituents outside of Washington might think, members of Congress are underpaid, a House Legislative Branch appropriator suggested Thursday.

Virginia Democrat James P. Moran said he plans to highlight the injustice by introducing an amendment to the Legislative Branch bill during its full committee markup, and at floor consideration of the bill. Moran made the comments while the bill that funds members’ $174,000 salaries was being marked up in the Legislative Branch subcommittee.

“I think the American people should know that the members of Congress are underpaid,” Moran told CQ Roll Call. “I understand that it’s widely felt that they underperform, but the fact is that this is the board of directors for the largest economic entity in the world.”

The senior appropriator pointed out that some members have taken to living out of their offices to save money, while others have “small little apartment units” that make it impossible to spend the time they should with their families.

Most state legislatures provide their members with a per diem allowance, Moran argues, so the federal government should do the same.

The Legislative Branch appropriations bill introduced by Republicans on Wednesday aims to show the chamber’s commitment to austerity by holding spending at current levels. It would continue a freeze on lawmaker salaries that has been in place since 2010.

As for a dollar amount, Moran hasn’t yet thought that through. He said it would probably be consistent with what the federal government provides to other employees.

According to the Congressional Research Service, members began receiving a $6 per diem in 1789. The rate was eventually raised to $8 and remained there until 1856, when members began to receive annual salaries.

Moran assumes the amendment will not pass, admitting “this is wholly quixotic,” but he may bring it up on the House floor to garner attention.

“Our pay has been frozen for three years and we’re planning on freezing it a fourth year. … A lot of members can’t even afford to live decently in Washington,” he said.

Nobody lives in dc. Its a huge slum. Everyone lives in the virginia side, because of maryland taxes dc as well. Thus this is why va is turning purple. The democrats have ruined maryland, so much so that they dont want to live there...so they move to va and now are infecting nova with their crap.

There's plenty of masochists on the Maryland side too...and quite a bit of wealth there. Howard County is supposed to be one of the wealthiest in the country. They complain though. Still a LOT of govt workers in Maryland for business to bilk. Oh I mean sell to. Lot of money to be made there as well.

DC is a huge slum though. You're right about that.

Maryland is no utopia, but Virginia isn't any better. They both like to say their taxes are better than the others, but truth be told between all the different types of taxes, all the different levels, the breaks given for this and that, they're about the same level, and that level is outrageous. The whole area is stupid expensive.

And Virginia isn't turning purple, it's the definition of purple. I am the only Marylander at my work, and I always tell the people there that there's a simple way to make Virginia red overnight; just give Arlington County back to Washington DC. It's even rest-of-the-diamond shaped; it'll fit like a puzzle piece.

Just because I felt like looking: The country with the highest per-capita income is Loudoun, in Virginia. Howard is number 2, though, and Fairfax and Arlington are 3 and 5.

Well, I looked it up last year before attending a trade show to see what kind of money the sale folks would make. So I knew it was true. Believe it or not Howard was a tough sell for them. But Upper Marlborough and Germantown were easy.

I thought Montgomery County was a high income area there too.

Yep, lived in the area almost all my life. Lived in Indiana for a little over a year, and will probably (as soon as I find a job there) be moving back within a few months. This is not the same place I grew up in, and I don't really have the temperament to live in the place it's become.

Germantown is nice, though. I lived there for a while. Try the Lancaster Dutch Market on Wisteria Drive - it's an Amish grocery with handmade pretzels, magnificent jarred fruit and sauces, a furniture section, and a sit-down restaurant inside that sells the best stuff.

Thanks for the tip but I may not be sent back there until another year...and that is if I renew my gig with them. Everything is so rush rush...time is tight, but it sounds nice so I'll keep it mind.

Indiana is very flat and boring...lots of farmland. Boring and flat like Texas. I'm surprised by your preferring that. Maryland, well, I'll just say I'd like to take a week to vacation there. Never been to the coast there but the pictures remind me of home in New England along the coast. More charm where you are, but others things also matter.

If I had to ever choose between living on the west coast, mid west or east coast...it would be east coast hands down.

Upper Marlboro is a dive. Prince Georges' County (east of DC) in general is the worst part of town. Germantown is much newer, and has the closest to reasonable prices of any part of Montgomery County (north of DC), so it naturally attracts younger people; it's a really good bet, but it's on the verge of being overdeveloped, with a lot of identical townhouses and manufactured communities.

Also, try Olney; it used to have accessibility problems but they just built a bypass that goes right by it, connecting the two major Interstates (270 and 95). It's a toll road, but the toll is pretty low, and it's so totally worth it.

Also, Westminster, New Windsor, Hampstead, or Eldersburg, in Carroll County, west of Baltimore; it's growing but not overdone yet. If you want a little farther out, Frederick is one of the nicer small cities you'll find.

Edit: Ah, never mind all that, then, since you won't be back. Indiana actually has some hills, but I like the slower pace and friendlier atmosphere, and there's someone I'm moving there for.

I forgot but I remember it being considered when working there last April. I asked a vendor at this last show and he told me it passed.

I think it's a fine on anything that prevents rain from hitting the ground. Or taxes the amount of rain that falls. It's supports some EPA program or pays for it.

I saw all that. In fact, there seems to be a LOT of apartment-building type residences there. More than most places I've been.
