States aren't the primary source of social security, medicare, or national defense and the ones that have balanced budgets generally have a constitution that their politicians can blame for any hard choices they have to make. There's no doubt that politicians generally deserve criticism for being spineless non-leaders, but it's naive to let the people off the hook.
