So what do you guys think of Brownback?

I guess 100 Republican officials endorsed the Democratic gubernatorial nominee for Kansas.

Brownback decided to significantly cut income taxes for the rich, and - surprise! - that didn't result in an increase of tax revenues. Kansas' credit rating has been cut and it's used up a large percentage of it's rainy day fund.

Thoughts? Love him? Sick of him yet?

Well that's just dumb. Tax breaks leading to industry growth definitely does not happen the the short term. Intermediate term at best and most likely over the long term.

My use of the word "surplus" here was a little inaccurate in the usual economic sense.

By law, Kansas is required to have a balanced budget every year. We had a budget crisis in 2008-2009 due to the Great Recession and under Mark Parkinson, we instituted what was supposed to be a temporary sales tax to cover the shortfall in revenues to keep the budget balanced.

After the economy (somewhat) recovered nationally, Kansas started running surpluses and the extra money was deposited as a rainy day fund. This extra revenue was almost entirely from the raised sales tax revenue. You can see in the chart below that the fund balance reached all the way to $700 million. Brownback's aggressive tax cuts and exclusions were passed in 2013 (he could not get them through the more "moderate" republican senate of 2011-2012). After the purge of moderates in the 2012 elections, the package went though. 2014 is the first year of real information on what these cuts mean for the state budget (I suspect that was the real reason for the proposal to go to a 2 year budget to delay the bad news). Brownback also took the sales tax increase and made that permanent, betraying the promise by many moderate legislators who had voted for it that it would be temporary only.

As you can see, we are now running a large deficit, but simply spending down the rainy day fund in order to make up the difference that our balanced budget law requires. We are essentially blowing through the 700 million in less than a year and a half to pay for the aggressive cuts. Without the sales tax remaining elevated, this chart would look even worse than it does.

So basically Brownback just gave $700M of KS' money to rich people with maybe a few crumbs for the middle class. Does that about sum it up?

But did he make life worse for minorities on welfare? That seems to be more important to most republican voters than giveaways to the rich.

Are you talking about the tax cut? Because not collecting taxes is far different than giving money away. Your failure to differentiate that is troubling.

As far as who got to keep more of their earnings, I was fortunate enough to have my tax liability reduced. I assure you I am not rich.

They did that stuff as well.

New law drug testing welfare recipients (and legislators, but those results are confidential).

Just held on to millions (i think 50$m) in TANF funds to make the bottom line look better.

New voter id law, where you have to produce a birth certificate.

Shut down several child and family services offices statewide. Tried to shut down the one in Lawrence until they nearly rioted.

Strict orders for welfare agencies not to assist illegals

And more

Smart move keeping the results of the welfare drug test confidential. In Florida they caught something like less than 2% of welfare recipients using, and the project cost 10 times more than the money saved.

Need way more strict guidelines on welfare, food stamps, or temporary cash assistance. The amount of people who cheat the system is astronomical. There are really no consequences even if you get caught.

Just held on to millions (i think 50$m) in TANF funds to make the bottom line look better.

New voter id law, where you have to produce a birth certificate. Same... Not that hard to get a birth certificate. I work social services and there are many programs who will help you get a birth certificate if you need one

Shut down several child and family services offices statewide. Tried to shut down the one in Lawrence until they nearly rioted. This sadly enough has been a disaster. They cut about 10 million in foster care just in Wichita. Family Preservation has been cut in half. There numbers of kids in custody in Kansas has tripled this year. Spent millions of dollars to change the name from SRS to DCF for no reason at all. Other than they thought the name SRS made people scared to work with them. We don't have enough homes to handle the kids in Foster Care. They are bounced night to night in different homes and are being put in danger. It is a sinking ship and getting worse by the day

Strict orders for welfare agencies not to assist illegals This is pure BS. There are more programs in Kansas for illegals than ever. We have a real bad sex trafficing problem and most of the victims are either illegals or children of illegals. I know in Wichita that most funds were dropped from other programs to give more support to the Hispanic community

And more
