I am NOT an expert on this, but if I was devising policy I would probably say that you pray before anything that requires a utensil. piece of cake? Yes. eating some grapes? No. it creates a bit of a religious debate on prayer when eating an apple that you slice up with a pocket knife.

Now that I think about it, perhaps a better policy would be to pray based on the nutritional value of the food. If it is something nutritious like a salad, you should pray. But if it's something like a candy bar, you shouldn't pray, because in that case God is trying to kill you.
